
HEC Government Study Loan 2026: Applications Are Open , Deadline 31st May
The Higher Education Council (HEC) has opened applications for the Government Study Loan, September 2026 intake. The window runs from 1st to 31st May 2026. Miss that date and you're out.
This is a Rwandan Government study loan which is government funded support for Rwandans who want to study in foreign universities where it covers tuition fees , living allowances, research fees, medical insurance. It is a loan, not a grant. You repay it after graduating.
This is a competitive scholarship as HEC selects applicants based on academic performance and alignment with Rwanda’s national priority areas this means that if your grades from the previous level of study fall below 80%, your chances your chances are limited but this doesn’t guarantee you to lose the scholarship as marks only are not the only requirement.

The remaining days are less than 30, that why you should start collecting necessary documents as it may take more days than you expect.

Check the priority fields list at www.hec.gov.rw before anything else. Applying in a field that's available locally disqualifies you regardless of your grades.
Be sure to prepare documents early as the missing of any necessary document should affect your application. So, gather all documents before tempting to open the portal.
a) Application letter addressed to the Director General of HEC , include programme start and end dates, your academic performance with transcripts, programme name, country, and mode of study (full-time preferred), and a full cost breakdown: tuition, living allowance, research fees, medical insurance, and any other costs. Vague totals without itemised figures signal poor preparation.

c) Valid admission letter for September 2026 , the dates must match your application exactly
d) Updated CV
e) Certified copies of academic certificates and transcripts, official certification, not photocopies
f) Recommendation letter:, from your employer if you're working; from a lecturer, academic supervisor, or community leader if you're not
g) Personal statement: specific to your situation: your academic background, why this programme, why this institution, and how your studies connect to Rwanda's development. Generic statements are easy to spot and rarely pass.
How to apply
Everything goes through the HECMIS portal at www.hec.gov.rw. There is no physical submission.
- Visit www.hec.gov.rw and open the HECMIS portal
- Create an account or log in
- Confirm your programme appears on the priority fields list
- Complete the form, details must match your official documents exactly
- Upload all required documents in the formats specified
- Submit before 31st May 2026
- Save your confirmation and note your application reference number
Writing a personal statement must be specifically to you explaining why you chose the program and institution, explaining how your academic background looks like and how what you are going to study connect to Rwandan priorities. Break down all necessities well as you research actual tuition fees, actual living costs in the country you want to study in, medical insurance requirements and any materials or research fees. Split fees separately as applicants who lump the cost into a single figure don’t look well prepared If your grades are below 80%, don't assume you're eliminated, but know the rest of your application needs to be strong. Make the personal statement and cost breakdown count.
Request your recommendation letter today, not next week as people are busy and letters get delayed.
Double-check your admission letter. It must reference September 2026 specifically and the program must match what you've written throughout your application.

This loan round targets students who finished S6 in 2024 or 2025 and already have foreign university admission. If your exams are in July, this one isn't for you yet.
