That is less than three weeks away.

This guide gives you every verified detail: what the scholarship covers, who is eligible, which universities and fields qualify, exactly how the application process works, and what makes a competitive submission.

About the MTCP Scholarship

The Malaysian Technical Cooperation Programme is funded by the Ministry of Foreign Affairs Malaysia and administered as a government-to-government development initiative where its mission is to share Malaysia's development experiences and technical expertise with other developing countries building human capacity that students can bring home and apply to national development challenges. The scholarship is specifically for full-time Master's degree studies at MTCP-supported Malaysian universities, with a September/October 2026 intake. The duration ranges from 24 to 36 months depending on the specific programme.

Since its establishment in 1980, MTCP has supported thousands of scholars from across Africa, Asia, the Middle East, and the Pacific making it one of Asia's longest-running and most respected international scholarship programmes.

What the MTCP Scholarship Covers

The MTCP is a genuinely fully funded scholarship. Here is exactly what selected scholars receive:

What the scholarship does NOT cover:

Financial planning note:

While the monthly allowance is designed to cover standard student living costs in Malaysia, scholars should arrive with personal savings to cover visa costs, initial setup expenses (accommodation deposit, household items), and the period before your first allowance payment is processed.

Eligible Fields

This is one of the most important details most articles about MTCP fail to address clearly. Not all Master's programmes qualify.

Priority is given to strategic disciplines that drive Malaysia's socio-economic development that include:

Explicitly NOT eligible:

These three fields are excluded from MTCP scholarship coverage regardless of the university or applicant profile. If your intended Master's is in any of these fields, this scholarship does not apply to you.

For the full and current priority field list, visit the official MTCP portal at mtcp.kln.gov.my.

Why Study in Malaysia

Malaysia is one of Southeast Asia's most developed and internationally connected countries and an increasingly respected higher education destination and here is why it deserves serious consideration:

Established universities with international accreditation:  Malaysia's leading universities — UM, UTM, UPM, USM are internationally ranked and recognised. Degrees from these institutions carry weight in academic and professional circles globally.

Affordable living costs: Kuala Lumpur and other Malaysian cities are significantly more affordable than Western study destinations and  monthly allowance covers typical student living expenses comfortably, leaving little need for personal supplementation once established.

English-medium education: Many Master's programmes at MTCP-supported universities are delivered in English removing the language barrier that accompanies scholarships in Japan, Korea, Germany, or France.

Rich multicultural environment. Malaysia's population is a mix of Malay, Chinese, Indian, and international communities. This cultural diversity creates a uniquely open, cosmopolitan student experience unlike most other Asian study destinations.

Strong South-South connections. As a development cooperation programme, MTCP attracts scholars from across Africa, Asia, and the Pacific. The network built during your Master's  with peers from 30+ developing countries  is a significant professional asset.

Post-study opportunities. Malaysia's growing economy offers opportunities in technology, finance, palm oil, manufacturing, and services. While the scholarship does not automatically extend to work, graduates with Malaysian qualifications have access to a post-study work visa pathway.

Tips for a Competitive MTCP Application

Secure your university admission first and fast.

The 12 June deadline is the scholarship deadline, your university admission must already be in hand before you submit ad if you have not yet applied to a Malaysian university, do so today. Every day of delay reduces your chance of receiving an offer letter in time.

Write a development-focused personal statement.

MTCP is a development cooperation programme,  not a general academic scholarship. Your statement of purpose must connect your intended Master's to a specific development challenge in your home country, explain how Malaysian expertise is relevant to that challenge, and describe concretely how you will apply your qualification upon return. Generic academic ambitions do not resonate with MTCP evaluators. Development impact does.

Choose your field strategically.

Priority is given to disciplines aligned with Malaysia's development agenda  engineering, ICT, science, economics, agriculture, and public administration perform strongest in MTCP selection. If your background allows for multiple field options, align your application with a clearly prioritised area.

Ensure your CGPA is clearly presented.

The minimum CGPA of 3.00 is a genuine threshold. If your transcript uses a different grading scale, include an official explanation of your institution's grading system alongside your documents  do not assume the selection committee can convert your grades accurately without this context.

Apply for admission to multiple MTCP universities simultaneously.

To maximise your chances of receiving an offer letter in time, apply to two or three MTCP-supported universities for your chosen programme. Accept whichever offer arrives first and use that letter for your scholarship application.
